Unless i buy it and cut the frame in half to measure the tube thickness, I would never know unless he tells me 
. At that point the purchase of the chassis would have been made useless anyways lmao.
That notwitsthanding tube treatment, weld type and other factors that affect the frames’ property and performance.

Nothing like that is necessary. Drill a 3mm hole in a non critical location of a tube and use the tang of a caliper to measure wall thickness. Then sand another low stress area and use a Leeb or Vickers microhardness tester to find out what material they used. There will be no effect on the handling of the kart.
What about the little stub under the third bearing? Aren’t most of those open?
