Pantone does have a four_color CMYK breakdown to get a close match to a solid Pantone color in print provided it’s not metallic or neon and such - similar references have also been generated for Red/Green/Blue as it relates to light and photography.
TJ is right in regard to a Pantone solid color (“coated” as in gloss coat). A good paint mixer could definitely scan or eyeball from a pantone chip.
RAL paint codes for OTK are on the web somewhere if you search hard enough. I’ve seen them in the past relating to Tony Green.
