Inflate, yes. Pop beads? No.
I have a little Milwaukee inflator and a Harbor Freight Bauer inflator that have been super nice little tools to have for quick and easy air pressure adjustments.
Depending on the tire/rim combo and how cold it is, you can get away with using a smaller pancake style compressor for beading up tires. In some situations you may need to find something with a bit more air to make it pop.
For tire pressure adjustments, the smaller handhelds work great.

Yes. A hand pump for mountain bikes. About sixty strokes to seat the bead on an Evinco Red
I have a Ryobi. It works great, but they stopped making the gun style and went to a brick shaped model. Below are links to 3 gun style. I prefer the gun style because I can easily hold in my hand and move from tire to tire. Some of the brick shaped ones are meant to rest on the ground, which doesn’t work well when bouncing corner to corner on the kart. Just my $0.02 worth…
5 gallon pancake compressor w/25ft hose. You can bead tires, inflate, top up car/truck/trailer, dust off parts…over time I found it to be a good compromise
I bring my pancake if we aren’t with a team or others that I can borrow big air from. The gun is great for last minute adjustments before heading to grid or when on grid.
I have the Rigid one. Works well. It will seat the beads no problem in my experience. Not super fast but it gets the job done. Normally there are tons of people with a compressor near by so if I’m inflating a full set I will usually borrow theirs but you can get the job done with this.
Its tough to tell from the pic, but I would avoid the thread on style pumps. I have one and I hate it. If it has a traditional air chuck or even better a flip a lever to attach it even better.
You can get adaptors with different ends pretty easily. Here is one I use with my Milwaukee inflator.
I have used a Ryobi handheld to pop a bead, but it’s not ideal. You have to make sure there are absolutely zero air gaps because it doesn’t have the volume to compensate for any leaks. And I used the tire lube (the kind with a consistency like petroleum jelly) to also seal as best I could.
