Be careful… I think that’s a high-tech interpretation of a planchette for an Ouija board. 
That was my first thought too, it definitely looks like a different version of the seat extensions.

Definitely a seat extension piece usually used on a cadet or kid kart.

My thought is an extender for a added seat strut or an exhaust hanger. Check the hole spacing against the bearing cassettes. If they match, you have your answer.
