I have an older cadet kart, not sure how camber is adjusted but it’s at about 9 degrees positive. How are these adjusted?

That looks like the snipers might not be sitting down properly - I would check it with the hubs off and the snipers sitting on the machined section of the stub axle.
To answer the question though, those appear to be eccentric bushes in the top, so rotate the nut to move the top of the king pin relative to the hole in the C-section.

You’re right that they kind of taper so the snipers don’t end up being accurate. I took the wheels off and they were only set at 3 degrees. Thanks for the help!
