Judging by the bodywork it appears to be a partially assembled Superkart chassis. The twin-engined set-up is probably legal in the Unlimited class in long-track (Enduro) Road Racing events.
Carbon work by P1. Seat is mocked up, not in final position but more will need to be trimmed out of the legs. Thanks!
Superkart bodywork being repurposed into a laydown. Will likely develop another more traditional laydown type body for longer tracks. Yes unlimited
